I have discussed this issue a great deal with local folks who have 
been members of the BOD. When this regulation was first instituted, 
some folks went rather over the deep end and assumed that alcohol 
could not be purchased to use in cooking.

As a result of these discussions, in general i agree with Faelan.
- SCA funds cannot be used to buy beverage alcohol.
- An individual can make or buy an alcoholic beverage and donate it. 
SCA funds cannot be used to reimburse those individuals for beverage 
alcohol.
- As far as opening a tavern, there are often rather stringent local 
laws about and regulations for selling alcoholic beverages, which may 
preclude individuals from doing this without breaking local, state, 
and federals laws.

However, a King and Queen, a Prince and Princess, or landed Baron and 
Baroness are all legally considered officers of the SCA; so while 
they can buy with their own money alcohol that they drink themselves 
and offer to adults at the high table, they cannot buy, make, or 
donate alcohol as a beverage to events.
