My understanding is that the pipelines themselves were not 
significantly damaged. The issue is that the electricity needed to 
pump the fuel through the pipeline doesn't exist. They are in the 
process of bringing generators to get the pipelines functioning 
again...however the generators are fueled by...you guessed 
it...gasoline. The issue with the pipelines isn't necessarily to 
bring down the prices, it is to make sure there is 
gasoline...period. If they don't get flowing, instead of just 
being expensive there won't be any for any price. 

Does anyone else remember the rationing back in the 70's? I 
vaguely remember it because I was a kid. My mom would time her 
shopping trips into town so they would be on the days we could buy 
gas (license plates with even numbers one day, odd the next). I 
remember sitting in a long line waiting to get gas...mostly I 
remember doing the "how much longer" whine and finally getting 
smacked by my frustrated mother. We aren't to that point here in 
Austin, yet. As I was driving in, prices ranged from $2.79 a 
gallon to a low of $2.59. I filled up my tank on Monday @ $2.47 
and still have over 3/4 of a tank but I was tempted to stop and 
top it off. The place with $2.59 was really busy.
