I have never done anything, or been asked to do anything,
without seed money, especially to have money on hand to
take advantage of freezable sale items. I don't know how
much money "they" think it takes to do something like
this, but whatever amount, it isn't always available at a
snap of the old fingers.
Have you broached the issue of how much comes out of your
pocket with the PTB?
