[Sca-cooks] Teens in kitchens was New Pennsic Rule - Update from the Source!

There is something unique about Pennsic because it is run by the Coopers and
not by the SCA per se.  I do not know all of the particulars but I do know
it is "different" and does not follow all of the same rules as SCA events.
