While the site that hasn't flooded in 50 years does sound promising.....

1have we reached the point where we can find land (that's hopefully
mostly clear - if not, clear it), *build* functional, accessible toilets
and a bath house, roads, and other amenities that suit our needs?

Do we have the funds and will to make this happen?  Or are we going to
wait another 30 years for the perfect site?

Just wondering ;-)
