It's possible. We've tried combining Artisan with other things in the past
(Steppes Champion, Laurel's Prize Tourney, Steppes Eisteddfod), and it just
doesn't work well. Artisan by its very nature concumes the entire hall, and
all the attention of the competitors and the Artisans (and the baroness) for
most of the day.
We've never tried combining it with Twelfth Night, but that's a large body
of people who would lose the greatest aspect of Twelfth Night, which is the
several hours of time to talk to friends, exchange Christmas greetings, etc.
Artisan is a small focused event, Its most obvious attributes are coziness
and focus on the arts. Twelfth Night is a large amorphous event. Its most
obvious attributes are a holiday air and general conversation with the
entire kingdom, covering all aspects of the SCA. I don't see how either
helps the other achieve its mission (except that Steppes Artisan would
immediately become much bigger).
