[Steppes] "off-calendar" event

Your post seems to be saying that your reading of kingdom law indicates that multi group events can't have royal courts.
 
Multi-group events CAN and DO go on the kingdom calendar and CAN and DO have kingdom courts in which armigerous awards are granted.
 
Examples of this type of event are The Roses events, Lysts at Castleton, Kingdom Anniversaries, and so on.
 
My apologies if I misread what you're saying.
