Local, I think, would be more effective in getting the message across for local events. If I'm not mistaken (and I very well could be) the one at Round Table is more concerned with the paperwork and money issues, not attitudes and courtesy.

Some of the other issues I've seen when I go to gate is that friends
of the people on gate are there keeping their friends company, and
they are so busy talking, they ignore those checking in. Several
times I've had to be rather firm to get an answer to a reasonable
question, to get my change, to even be welcomed. These should be
(along with keeping the paperwork up and the money secure) the main
focuses of those working gate.
This sounds like an ideal opportunity to have "class" on serving as
gate...

should be

I know, your next argument will be "we take who we can get,
volunteers are hard
o come by." Absolutely true, and a separate issue we must struggle
to
vercome.
