[Steppes] Knight Marshall Position Open For Bids

With the approval of Sior Tomas the Central Regional Knight Marshal and the 
blessing of Baroness Katheryn, I'm going to be taking one or more deputies. 
This is an excellent opporunity for someone who is not an authorized marshal 
to become one.  If our next Knight Marshal is someone is currently not an 
authorized marshal, this will allow that person to hit the ground running. 
Additionally, and I can't speak for Sior Tomas, but if several applicants 
for the positon are TODAY not authorized marshals, I would think that going 
the extra mile to get authorized before the position is filled would speak
