[Steppes] Moving Business Meeting

This is one point where I think we will have to agree to disagree. Since many 
do not come to Business meetings, a BRIEF summary of business -- especially 
plans for upcoming Steppes events, has a place at Populace. It has, in the past 
gotten out of hand, however, taking up most of the evening which is usually 
used for socializing. Populace used to be a potluck dinner, and in garb, too, 
but with so many people coming straight from work that is less feasible. And 
with so many other occasions to wear your garb, I don't see where it should be 
anything other than optional now. In the early days of the kingdom and the B
arony, there wasn't nearly the plethora of events to choose from, and having 
someplace to wear your garb was fun.
