[Steppes] Is SCA membership declining overall?

At this point paid members vs non-member participants are actually running  
about equal (1 for 1) at events, according to gate records kept and  non-member 
surcharges collected.

I would add this one caveat. The paid members are but  a fraction of the 
unpaid ones.
