[Steppes] "White Elephant" gift exchange (was: Populace Potluck Update)

I prefer the former, myself, but part of the entertainment value of such events 
is the mix of the former and the latter.

HOWEVER, "naughty" gifts would not be appropriate to bring to this 
family-friendly gift exchange.  Not only are children usually present, 
they have been known to be participants in the gift exchange.
