[Ansteorra-announce] use of Ansteorra-Announce

Just a reminder to folks that sending notices to Ansteorra-Announce
sends a copy to the main Ansteorran list and all the regional lists.
There's no need to carbon copy them all.  The original purpose of
setting up the annoucement list was to avoiding subscribers getting
multiples of the same message.
