Greetings, Elfsea.

Thank you for a great month! Please see the embedded Barony of Elfsea
Populace meeting follow-up notes from January 25, 2016.

Special thanks to lady Eleanor for transcribing the meeting. Feel free to

Moot/meeting opened at 7:05 pm.
Baron William thanked their Highnesses for visiting the populace this
evening. His Highness commented that he knew most of us and the rest he
will know soon. He extended congratulations to Elfsea as he does review the
waiver reports and Elfsea is the only local group without any problems.

Interim Rapier Marshal (Don Andreas): Announced good news, since he has
been serving as the interim rapier marshal for the past 16 months. An
application for rapier marshal has been received and accepted. As of Feb.
1, 2016, Elfsea’s rapier marshal will be Duchess Antigone of York. He added
that practices are happening; the official start time is 7:30 pm although
lately it has been starting unofficially at 7:00 pm. He will confirm that
official practice will start at 7:00 and to let him know if anyone has a
problem with that change.

Practice is held each week unless officially cancelled; there have always
been at least three people, and please let himself or Duchess Antigone know
if loaner gear is needed.  At the minimum, to practice, tequired garments
are some sort of long sleeve upper garment and some sort of lower body
covering that is both flexible and comfortable. Males also need to wear a
cup; there is also female breast protection available.  Official Sunday
rapier practice should commence by mid-February since Don Alaric may take
the deputy rapier marshal position.

2016 Boy Scout Demo: Baroness Cassandra announced a date change in this
year’s demo due to a scheduling conflict at the site (Texas Motor
Speedway). This year’s demo will take place the weekend of Nov. 12-13
(which places it in conflict with Queens Champion, instead of the original
conflict with Bordermarch Autumn Melees (BAM).   Although a conflict with a
previously scheduled eveny still exists, it is extremely important that
Elfses support the Boy Scout demo... as it only takes place once every
three years and doing so allows us to rent Boy Scout owned facilities at
greatly reduced rates. Our contact with the Boy Scouts (Jeff Peters) is
very amenable to continuing to work with us; including the use of the
Viking Longship at the Boy Scout site for Elfsea Defender. Don Sebastian
added that after the last demo, the Boy Scouts donated to Elfsea three
archery targets and two gross of arrows, which were shared with DFT and
Steppes.

Central Region War: Baron William stated that following discussions with
the Baroness of the Steppes and Baron and Baroness of Bonwicke, (both of
whom have laid claim to the Canton of Dragonsfire Tor and offering up a
barony in return) it was decided to hold an annual Central Region War
beginning in 2017, on Labor Day weekend. It will mirror the point system
used at Gulf Wars. The financial policy for the war is being developed and
will be very delineated. The responsibilities for the war will be divided
into thirds (autocrat/financial; marshal and service), and rotated among
the three baronies, with the profit going to the barony responsible for
autocrat/financial duties. Elfsea will serve as deputy autocrat for the
2017 war and will autocrat the 2018 war.

Awards/Recognition:
Several “rights” were awarded to gentles who had missed the barony
Christmas party:
Baroness Rixende - received the Rights of Rapere for her service to the
Youth Rapier program
HL Jeanne-Marie - received the Rights of Mining for her efforts toward the
Elfsea Academy and the Tournament of Champions
Don Sebastian – (not just for his counsel as a peer and a keystone, (which
he gives because it is who he is), but for doing things we don’t even know
about) received the Rights of the Forest.
Countess Amelot – for her efforts during the storage shed cleanout (which
showed signs of the presence of small animals) received the Right of Rat

Newcomers: Anyone for whom this was their first Elfsea meeting was
recognized. It was noted this was the first meeting for their Royal
Highnesses and they were presented with newcomers beads.

Warrior beads were presented to those who had represented the barony, in
service or in a competition, during the last two months.

Officer Reports (as presented by the Seneschal, Lady Aoife)

She called attention to several items in the notes from last week’s
officers meeting:

The barony has submitted paperwork to take over the Shire of Loch Ruadh’s
PED date (the last weekend of September) to hold Elfsea Baronial College,
which would put more time between Elfsea’s other annual event (Defender).
The populace will be notified if this is approved.

The date for Elfsea’s Christmas party this year will Monday, December 12th
(one week after DFT Yule)

Finance Committee vacancies: Nominations are now being accepted for two
positions on the Finance Committee (the officer position and the
member-at-large position) as both committee members in this positions (Lord
Edwin and Lady Meadhbh) have been serving over the normal term of two
years. Nominations will be accepted until the February moot; after that the
list of nominees will be presented to the Officer corps for a vote. The new
committee members will be announced at March moot. Nominations (for
yourself or someone else) are to be emailed to the exchequer, seneschal,
baron and baroness.

Lady Aoife also relayed a report from the Minister of Children (Lady
Silvana) that children are showing up at events!

DFT Seneshal (Lord Franklin): He stated the canton is ending the year in
good financial shape, they are investigating ways to increase their
membership, and planning is already underway for Guardian of the Tor which
is held the third weekend in May. Progress will be posted on the list and
on Facebook.  He also mentioned there was a great turnout by the canton at
the Tournament of Champions and that the canton and Elfsea both looked
great. He also thanked the baron and baroness and everyone who had worked
so hard to make Yule a success.

Nautilus Pursuivant (Lady Meadhbh): She announced that she has a new deputy
(Lady Cecelia of Kent) who is willing to learn book heraldry. She also
stated that if anyone’s awards are missing from the kingdom OP (Order of
Precedence) to let her know and she will assist with getting that
corrected. Additionally, she is considering having an open heraldry night
at her home, possibly the first week of February; if this works out it will
be announced in the newsletter.

Minister of A&S (HL Jeanne Marie): She stated she is very excited about the
upcoming A&S “craft-a-thon” workshops, on Feb. 13 and Feb. 27. In addition,
she mentioned her time as the A&S office is ending next month as she is now
the central region A&S officer. Applications are now being accepted; if you
are interested please let her know and she will help you if needed.

Chronicler (Johanna de Verona): She stated she noticed on the website says
submissions for Tidings are due by the 28th of the month so she will keep
that date; but since February is a short month, everyone was asked to
submit them sooner that the 28th next month if possible.  She also stated
that while at Roundtable, she was informed by the kingdom chronicler that
Her Majesty reads all of the local groups’ newsletters and especially likes
Wordfame, so please keep submitting those.

Offices currently open for applications until filled:
*Knight Marshal – current term ends in seven months, let Lord Absolon
(Herries) know if you are interested
*Archery Marshal – current term ends in seven months
*Webminister – currently filled but open for applications; do not be afraid
to apply even if your knowledge of computer code is limited.
*Exchequer – current term ends in July
NOTE: Youth Rapier Marshal is ending soon, needs to be filled or most of
the loaner gear (which belongs to the kingdom) will no longer be available

Elfsea Acadamy: HL Jeanne Marie reported that the February class will be on
service and volunteering and the instructor will again be Don Sebastian. At
the present time 25 students are expected to graduate at Elfsea Defender
and the class still has one valedictorian, who has attended every class
this semester.

Loaner garb: If you have extra or unneeded garb, to please consider giving
it to the hospitaler to give out as loaner garb at events.

Old Business: Lord Franklin also announced he owes the Elfsea Viking
seneschal a cooked breakfast at her convenience, per the terms of a wager.

New Business:
Lady Al Aeryn announced that the theme for the A&S competition at this
year’s Yule Revel (in ten months) will be “Wyrms” the great dragon and this
should be used in some form in your project or display.

Coronation Bid:
Baroness Cassandra and Don Sebastian presented a bid for Spring Coronation
which is scheduled for April 9th (the Saturday after Elfsea Defender). The
bid has already been reviewed and approved unanimously by the Finance
Committee.

The proposed site is the Jellystone Park Camp Resort located near
Burleson.  Total budgeted expenses are $2700 (site rental, sideboard, site
tokens and miscellaneous expenses) with a “break even” point of 180 paid
adults at $15.00 each. It is anticipated this event will draw 250-300. The
site fee includes a hall with a 350 person capacity, a 2 room suite, and
kitchen. There is space outside for the Kings Champion tournament and the
barony travel pavilion. Eight private showers are available and tables and
chairs will be provided. After the 70/30 profit split the approximate
projected income for the barony could be at least $600, at 350 heads.
Realistically closer to $400. After several questions were answered the
vote to approve the bid and send it forward for approval by kingdom was
approved unanimously by the populace.

Elfsea Defender Update:
Lady Aine and Lady Liadan, co-autocrats, did a walkthrough of the site (Boy
Scout’s Sid Richardson park) on Sunday. They reported the site has plenty
of space, more than what has been used by Elfsea for past events. Site maps
are on line and will also be made available. The site has a large main hall
with a large kitchen. We will be allowed to use the working Viking ship at
the site. They are also preparing the event website and the Blackstar ad.
They advised the site is “wet” in period containers only and that no pets
are allowed, only service animals.

Upcoming events:
Sable Soldier Project – January 30, sponsored by the Chivalry of Ansteorra,
will be held in Terrell, TX. Baron William will be attending. It is a free
event with a free feast, to help prepare and train the kingdom army for
Gulf War. Sir Drake is hosting a BYOB party. He also mentioned there will
be one battle at Gulf War which will include all of the knights of the
kingdom. All fighters were encouraged to wear something blue (for Elfsea)
such as a token; if you need something, contact Baroness Cassandra for
assistance.

Winterkingdom - January 30, hosted by the barony of Northkeep

Candlemas – February 6, hosted by the barony of Bryn Gwlad. Baron and
Baroness will be attending. Rapier war practice will be held the day after
Candlemas.

Elfsea A&S workshops – Feb. 13 and Feb. 27

War College – Feb. 19-21, hosted by the barony of Raven’s Fort which will
also include a Princess Tea hosted by the white scarves of Ansteorra

Gulf War reminder: if you have not registered this must be done ASAP and
also send an email to Countess Amelot, the Elfsea landcrat with your
mundane name, pavilion size (with ropes) and number in your party.  The
meal plan was still available; as of tonight there were 5 or 7 slots left.

Meeting adjourned at 8:22pm with an invitation to join the B&B for dinner
at Chili’s
